Scenario

This World Bank funded project for Pakistan Audit Department (PAD) / Controller General of Accounts (CGA) was called the Project for the Improvement of Financial Reporting and Auditing in Government of Pakistan (PIFRA). This major project was to modernise and update all the financial management and accounting systems of Government of Pakistan (GOP), from budget preparations and macro-economic management through management information to final accounting and reporting.
   
Description
This project included developing a new financial accounting and reporting model, enhancing the internal controls, producing new chart of accounts and accounting policies and procedures for the GOP. The Phase II of the Project covered the selection and evaluation of suitable financial and HR packages for the GoP including:-

Preparation of Functional Specifications for procurement of Financial Accounting & Budgeting System (FABS)

Defined a detailed implementation criteria

Writing the test data and the test data scripts for the General Ledger, Budgeting, Fixed Assets and Aggregation and Report Writing Modules

Live Systems Testing
Evaluation of the financial modules for their functionality
Preparing a report to the Government of Pakistan highlighting the results of evaluation.
 
  Our Involvement
 

Preparation of Functional Specifications for procurement of Financial Accounting and Budgeting System

Following detailed implementation criteria were executed by us:

  • Writing the test data and the test data scripts for 14 Modules including General Ledger, Budgeting, Fixed Assets and Aggregation and Report Writing Modules
  • Live Systems Testing
  • Evaluation of the financial modules for their functionality and Preparing a report to the GOP highlighting the results of evaluation
  • In Phase III, implementation of 14 modules of SAP R/3 which covered on Site Test, 13 Pilot Sites and 38 Roll Out Sites.
  • Site Tests were successfully completed and the implementations at pilot site were underway. During the Test Phase Abacus Consulting was involved in transfer of knowledge on the New Accounting Model to PIFRA through conducting various seminars, sessions and workshops.
  • Abacus Consulting was also involved in testing of configured system by developing test scripts and participating in the User Acceptance Testing.
  • Our team comprised, among others, SAP experts to effectively facilitate execution of responsibilities.
